Task 1
Read the information below to get the general idea:

Either in times of prosperity or in years of crisis, HR managers keep posing the same questions repeatedly: do we really need to take on any staff or not? Or, do we have enough resources on our own to deal successfully with the present situation? And, unfortunately, the answer to such vital questions usually remains ambiguous.
Nowadays, many services can be outsourced on a regular basis, done by well-skilled and flexible freelancers or just performed by self-employed individuals from distant home offices. In many cases, at least some tasks can be delegated to other employees or simply might be shared by a few already existing departments. In other words, is there a real business need to employ new workforce to keep the company running smoothly or is there just a vacant position on a piece of paper to be filled?
Realizing the fact that a recruitment process is always time consuming and cost effective, heads of departments are frequently made to postpone it unless the inevitable deadline comes.

Task 2
Study the underlined phrases carefully. Read the definitions below and supply correct words from above:

4.    Another, more formal, way of saying ‘’to ask a question’’.
5.    A person doing work for a particular company but not employed by it.
6.    If something has a lot of meanings, is uncertain or difficult to understand.
7.    To change the time or date of a planned event or action to a later one.
8.    To use workers from outside a company.
9.    To start to employ someone.
10.    To give a part of your work to someone in a lower position than you.
